It is not possible to generate routeset routing with RestFul API at the moment. You can upload the digitmap and routeset files with API but need to manually create the routeset routes. We already have an open enhancement request for this option but are not sure when it will be implemented. You can follow our Enhancement Forum. We announce our new features and bug in that forum.
