How is excess traffic is dropped or queued?
It depends on how mush excessive traffic there is. When traffic exceeds the configured maximum, FreeSBC will queue the INVITE requests so that they can be gracefully handled within the configured maximum call rate. If the excess traffic is very excessive and FreeSBC cannot queue the calls, it will respond to the INVITE with a refusal while providing an appropriate call termination cause code.
